Ebru Gökçe Dessemond is an economist at Competition and Consumer Policies Branch (CCPB) of UNCTAD since 2006. She is responsible for preparing and servicing the annual sessions of Intergovernmental Group of Experts (IGE) on Competition Law and Policy, and IGE on Consumer Protection Law and Policy. She develops and implements technical assistance and capacity building projects for developing countries. In the past, she worked as a project officer for UNCTAD projects for Zimbabwe, Ethiopia and Tanzania, and the Middle East and North Africa region. She conducts research in competition and consumer protection areas and coordinates UNCTAD Research Partnership Platform. Prior to joining UNCTAD, she worked at the current Ministry of Trade of Turkey.
She holds a bachelor’s degree in economics from the Middle East Technical University, Ankara, Turkey (1993-1997), and a Master of Arts degree in international relations from Johns Hopkins University School of Advanced International Studies (2001-2003).
She speaks Turkish, English, French and Spanish.

HİLMİ BOLATOĞLU has been working for the Turkish Competition Authority since 1999. He has worked in different departments as a Competition Expert, handling antitrust and merger cases and as a Legal Counsel, dealing with judicial review proceedings of the decisions of the Competition Board. After graduating from Dokuz Eylül University Law Faculty (1997), he was admitted to Izmir Bar (1998). Mr. Bolatoğlu holds an LL.M. degree from University of Illinois College of Law, U.S.A. (2006) and a Ph.D. degree in Private Law from Bilkent University, Turkey (2018). He also attended a special course in Computer Forensics and earned “CCE Bootcamp” Certificate (2009). He is currently working as a Chief Advisor of the Turkish Competition Authority.

Recep GÜNDÜZ graduated from the Ankara University’s Faculty of Public Sciences, Department of Public Finance in 2016. Between 2014-2016, he completed his master’s degree in Public Policy at the Gerald R. Ford School of Public Policy of the Michigan University in the USA. He took office at the Turkish Competition Authority as an Assistant Competition Expert in 2007, where he later worked as a Competition Expert and Chief Competition Expert. He served at the Competition Authority’s Professional Bureau for the President and edited the Competition Journal. He was appointed as the Head of the Department of External Relations, Training and Competition Advocacy in 2018 and is currently serving in that position.

Osman Tan ÇATALCALI has been working for the Turkish Competition Authority for 18 years. He has been working for the International Relations, Training and Competition Advocacy Department for the last 5 years. His main duties include organizing international events, managing the training program of the new recruits and preparing information requests from public authorities as well as international organizations. Before his current position, he was a case handler in 3rd Supervision and Enforcement Department, which mainly handles competition cases in food and agriculture sector. He is a graduate of Middle East Technical University’s Business Administration Department and holds an MBA degree from Georgetown University.

Judit Buranszki is the head of the Merger Section of the Hungarian Competition Authority (GVH). She joined the GVH in 2010 where she worked as a case handler for the Legal Section, the Merger Section, and the Litigation Section. She was appointed the head of the merger unit in 2018. She obtaining her law degree in 2010 from the Faculty of Law at Eötvös Loránd University in Budapest.

Mrs. BAGIS AKKAYA is a professional coordinator and has been working for the Turkish Competition Authority (TCA) for 22 years. She is currently working in the Supervision And Enforcement Department no. V. She has a broad experience in handling merger & acquisition, cartel and abuse of dominance cases. She worked as an Economy Editor in the Turkish Daily News before joining the TCA. After completing her Bachelor degree at the University of Ankara, Faculty of Political Sciences, she obtained her Master’s degree (LLM) in European Union Law from the University of Essex (U.K.). She has been a member of Scientific Committee of Turin School of Regulation (Turin, Italy) since 2012 and teaches competition and regulation and digital economy at the same school. She also teaches digital economy at Atılım University, Ankara. She is an active contributor to the literature in her field and gives seminars on digital economy at various European universities.

Mrs. YAVUZ is a chief competition expert and has been working for the Turkish Competition Authority for about 11 years. She is currently working in the Supervision and Enforcement Department II, where she handles competition cases in digital markets, web search, online advertising, telecommunications, electronics and media. She has a master degree in “Public Administration” from Harvard University.

Professional in strategic project management with the experience in strategy development, strategic procurement on both global and regional levels and successful track record in processes improvement, efficient organization setting and team management. From 2008 to 2017 worked on different positions in multinational companies such as Oerlikon and Carlsberg in Switzerland, Germany, China and Russia. As of 2019 heading department of strategic programs development in the Antimonopoly committee of the Republic of Uzbekistan. Responsible for the competition development in the Republic of Uzbekistan strategy implementation, integration to the international economy and work with international financial organizations.

Mrs. INCE is a competition expert and has been working for the Turkish Competition Authority (TCA) for about 10 years. She is currently working in the Supervision and Enforcement Department I, where she handles competition cases in energy, electricity, gas, steam production and distribution. She has master degrees in “Law and Economics” and “Specialized Economic Analysis”.

Esra KUCUKIKIZ was born on 1989, in Malatya. She graduated from Middle East Technical University Department of Business Administration in 2011. After graduation, she began to work in Türkiye Halk Bankası A.Ş. as an Assistant Inspector. In 2013, she became entitled to take the title of "Authorized Assistant Inspector" to conduct inspections and investigations. After working as an “Authorized Assistant Inspector" in 2013-2015, she left her position at the bank and started working as an Assistant Competition Expert at Turkish Competition Authority at the beginning of 2016. In February 2020, she was appointed as a Competition Expert. She is fluent in English.

ESSID Habib, post-graduated from the faculty of Economics Sciences and Management of Tunis where I obtained a master degree in finance and microstructure of financial markets. Public services advisor, specialised in public management and local governance, after having a master from the national school of administration of Tunis, I integrated the Tunisian competition council since 2010 as case handler. Currently as a director in the council, I am specialized in merger control and I wrote about mergers and competition regulations topics. Also, I took part in many national and international meeting and working shops dealing with competition issues.

Mr. Florin Opran has been working as a Competition Inspector for the Romanian Competition Authority since 2007. His experience includes 6 years in the Industry and Energy Directory, as case handler and member in several sector inquiries, mergers and antitrust cases. In 2013, he joined the Chief Economist Unit, contributing to several sector inquiries, merger and cartel cases as a financial and economic expert.
In 2018, Florin Opran completed the Romanian e-commerce market inquiry, as case handler, outlining a structured approach for assessing dominance in innovative markets based on specific relevant indicators with a special focus on the impact of barriers to expansion.

She was graduated in legal sciences from Tunis II University in 2004. She held an advanced graduate diploma from the ENA of Tunis, in 2008, specialized in economic and financial administration with the title of public services advisor. She integrated the Competition Council since 2009 as a case handler where she had all her promotions from the function of head of service in 2010 to general director in 2019. At the same time, she had her master's in business law from the Tunis El Manar University in 2012. She is currently a doctoral student in private law in joint supervision between Tunis El Manar and Paris Nanterre.

Theodora Antoniadou has been working as case handler – statistician in Hellenic Competition Commission since 2008. She holds a Post-Graduate Diploma (D.E.A.) in “Probability and Statistics” from the Paris-Sud University, Orsay, France and a Ph.D. in “Applied Statistics” from the Paul Sabatier University-Toulouse III, France. She is actually serving in Operational Directorate A’-Unit B’of the Hellenic Competition Commission’s Directorate-General for Competition.
