Teresa Moreira, Head, Competition and Consumer Policies Branch of UNCTAD - United Nations Conference on Trade and Development since 5 October 2016, previously served as Consumer Director-General of Portugal from January 2010 to September 2016 and as a Member of the Board of the Portuguese Competition Authority (March 2003/March 2008) when it was first established. She also served as Portugal's Director-General and Deputy Director General for International Economic Relations, and held senior positions at the former Directorate-General for Competition. She worked for 20 years as a Teaching Assistant at the Faculty of Law, University of Lisbon in the areas of International Economic Law and European Law as well as of European Competition Law and European Economic Law (graduate studies). Teresa Moreira holds a Law Degree and a Masters' Degree in European Law (European Competition Law) by the Faculty of Law, University of Lisbon, Portugal.

Frederic JENNY is professor of Economics at ESSEC Business School in Paris. He is Chairman of the OECD Competition Committee (since 1994), and Co-Director of the European Center for Law and Economics of ESSEC (since 2008).
He was previously Non Executive Director of the Office of Fair Trading in the United Kingdom (2007-2014), Judge on the French Supreme Court (Cour de cassation, Economic Commercial and Financial Chamber) from 2004 to August 2012, Vice Chair of the French Competition Authority (1993-2004) and President of the WTO Working Group on Trade and Competition (1997-2004).
He was Global Professor of Antitrust in the New York University School of Law’s Hauser Global Law School (2014), visiting professor at University College London Law School (2005-2012), Haifa University School of Law in Israel (2012), University of Capetown Business School in South Africa (1991), Keio University Department of economics in Japan (1984), Northwestern University Department of Economics in the United States (1978).
Professor Jenny holds a Ph.D in Economics from Harvard University (1975), a Doctorate in Economics from the University of Paris (1977) and an MBA degree from ESSEC Business School (1966)

Ebru Gökçe Dessemond is an economist at Competition and Consumer Policies Branch (CCPB) of UNCTAD since 2006. She is responsible for preparing and servicing the annual sessions of Intergovernmental Group of Experts (IGE) on Competition Law and Policy, and IGE on Consumer Protection Law and Policy. She develops and implements technical assistance and capacity building projects for developing countries. In the past, she worked as a project officer for UNCTAD projects for Zimbabwe, Ethiopia and Tanzania, and the Middle East and North Africa region. She conducts research in competition and consumer protection areas and coordinates UNCTAD Research Partnership Platform. Prior to joining UNCTAD, she worked at the current Ministry of Trade of Turkey.
She holds a bachelor’s degree in economics from the Middle East Technical University, Ankara, Turkey (1993-1997), and a Master of Arts degree in international relations from Johns Hopkins University School of Advanced International Studies (2001-2003).
She speaks Turkish, English, French and Spanish.

Yuriy TERENTYEV has been serving as the Chairman of the Antimonopoly Committee of Ukraine since 2015. Previously, he worked as the Deputy Director General for Legal Affairs of Arcelor Mittal Kryviy Rih, between 2012 and 2015. He worked at “METRO Cash & Carry Ukraine” LLC in various positions including legal advisor, legal department manager; head of financial control department; director of development coordination department; legal and corporate standards compliance director; chief of internal audit service; legal and corporate requirements compliance director (2002-2012). Before that, he was the legal advisor at JT International Company Ukraine (2000-2002) and at the Ukrainian office of the Bristol-Myers Squibb Ltd. (1997-2000). He worked as a lawyer at DML LLC law firm from 1995 to 1997. Mr. TERENTYEV completed a Master’s Degree in International Law and from Kyiv National Taras Shevchenko University (1998) as well as a Master’s Degree in Finance from the same university (2000).

Ioannis Lianos was recently appointed as President of the Hellenic Competition Commission. He also holds the chair of global competition law and public policy at UCL Laws since he joined them in September 2005. He was awarded a Gutenberg Research chair at the Ecole Nationale d'Administration (ENA), the elite public administration school of the French republic in November 2011. In April 2014 he was elected a visiting professor and head of the competition unit of the Laboratory on Law, Innovation and Development of the National Research University, Higher School of Economics (Moscow). He was appointed visiting research fellow at the Institute of Law and Society at Humboldt University in Berlin in January 2014 and an Alexander von Humboldt Foundation research fellow at WZB (Social Science Research Centre Berlin) in August 2014. Lianos has published extensively (more than 20 books and 100 journal articles and book chapters). His most recent works include Competition law (OUP, 2019), Regulating Blockchain: Techno-social and Legal Challenges (OUP, 2019), Reconciling Efficiency and Equity: A Global Challenge for Competition Policy (CUP, 2019). Born in the Yalıntaş village of Nevşehir in 1974, Hasan Hüseyin Ünlü had his primary education in France, completing his secondary and high school education at the Nevşehir İmam-Hatip High School. He graduated from the Public Administration Department of the Political Science Faculty at Ankara University, passed the exam held by the Turkish Competition Authority in 1998, and took office at the Authority as an Assistant Competition Expert. In 2002, his thesis titled “The Concept of Parties in Competition Law Investigations and the Rights of the Parties” was accepted and he was appointed as a Competition Expert. In 2008, he did his post-graduate degree in the field of “Competition, Consumption and Intellectual Property Rights” at the Rennes-1 University in France (BAC+5), with a three-month internship as part of his post-graduate studies at the “General Directorate of Unfair Competition, Consumers and Competition” under the French Ministry of Trade, and he completed his post-graduate work following the acceptance of his dissertation titled “Settlement Procedures in Competition Law”. He was appointed as a Chief Competition Expert on December 15, 2009 and as a Department Head on November 18, 2011. He served as the Head of the Supervision and Enforcement Department-I between November 18, 2011 and April 16, 2015, and as the Head of the Supervision and Enforcement Department-IV from April 16 to July 2, 2015. Mr. Ünlü was appointed as the Vice President on July 2, 2015, where he continued to serve until July 25, 2018. He then took office as a Member of the Competition Board with the Presidential Decision numbered 2018/46, published on the Official Gazette of July 25, 2018, numbered 30489. Hasan Hüseyin ÜNLÜ is married, with three children. He is fluent in French and has a good command of English.

Kürşat ÜNLÜSOY graduated from the Public Administration Department of the Ankara University, Faculty of Political Sciences in 1997. He took office at the Turkish Competition Authority as an Assistant Expert in 1998, and he later worked as a Competition Expert, Chief Competition Expert and Department Head. He was appointed as a Vice President in 2015 and is still serving in that position. Kürşat ÜNLÜSOY completed a Master of Political Sciences (MPP) degree at the George Mason University in the USA between the years 2005-2007, and is currently working on his thesis for the Doctoral Program in Finance at the Hacettepe University.

Antonio Capobianco is a Senior Competition Expert with the OECD Competition Division and is currently the Acting Head of the Division. In this position he is responsible for the proceedings of the OECD Competition Committee and for all the other competition work streams of the Division. Over the years at the Competition Division, Mr Capobianco has coordinated a series of OECD projects and work streams, including the development of the 2009 Guidelines for Fighting Bid Rigging in Public Procurement and the related OECD Council Recommendation of 2012, the work on transparency and procedural fairness, on SOEs and competitive neutrality, and most recently he has been leading the work on international enforcement co-operation. He has authored numerous Background Notes of the Secretariat on a variety of competition law enforcement and policy topics.
Prior to joining the OECD in 2007, Mr Capobianco was a Counsel in the Competition Department of WilmerHale LLP, based in Brussels. He also spent three years with the Italian Competition Authority. Mr Capobianco authored several articles on antitrust issues published on major international law journals specialized in competition law and he co-authored textbooks on Italian and European competition law and economics. He regularly speaks at international conferences on antitrust and regulation issues. Mr. Capobianco graduated in law at the L.U.I.S.S. - Guido Carli in Rome and holds LL.M. degrees from the Law School of the New York University and from the Institute of European Studies of the Université Libre de Bruxelles.

Mrs Elizabeth Gachuiri has a long experience in competition and consumer policies issues both at national and international level. She is currently working as an Economic Affairs Officer in UNCTAD, in the Division on International Trade. She joined UNCTAD in May 2000 as a competition expert to work in the Competition and Consumer Policies Branch of the International Trade Division. Her experience includes extensively working with developing countries in competition and consumer policy projects in Asia, Africa, Eastern Europe, Middle East and Latin America. She significantly contributed to development of competition law and the revision of consumer protection law of Botswana for many years. She has been a project manager for competition programs in Zimbabwe Ethiopia, Tanzania among others for technical assistance projects She is also the UNCTAD Liaison Officer for the Global Network of Export and Import Banks, and Development Finance Institutions (GNEXID), a network established 10 years ago by the former UN CTAD Secretary General.
Before joining UNCTAD, she worked with Kenya Government in various Ministries as an Economist. She was among the first officers who joined the Kenyan Monopolies and Prices Commission (now Kenya Competition Authority) in 1989 and served in various positions; including as the Head of Mergers and Acquisitions Division and as an Assistant Commissioner. As a founding staff member of the Monopolies and Prices Commission she was involved in the implementation of competition law and policy in Kenya for 12 years.
Elizabeth has drafted many background papers on competition, consumer protection and their link to trade and development. Developed and delivered training programs for competition Authorities in developing countries under the UNCTAD technical cooperation and capacity building programs. She has been instrumental to preparing and facilitating competition law enforcement, UNCTAD voluntary Peer reviews for many developing countries and organizing round table discussions during the Intergovernmental Group of Experts annual meetings and during the UN Conferences on the review of the UN Set on Competition. She has recently been involved in the work of African Free Trade Area (AfCFTA) on competition and consumer protection matters.
Mrs Gachuiri holds a Master of Arts degree in Economic Development from Williams College, Massachusetts, USA. (1992), a Post Graduate Diploma in Economics, Economic Institute, Boulder Colorado, USA. (1991, and a Bachelor of Arts degree in Economics from University of Nairobi, Kenya (1986).

Ms. Juliana Latifi was elected as the Chairwoman of the Competition Authority by the Albanian Parliament in December 2016.
Ms. Latifi holds the scientific title “Prof. Dr.” and has an extensive academic background as a professor of Private law and Commercial law including the author of a number of university books and scientific articles, both in Albania and internationally.
For several years Ms. Latifi has held the position of Dean of the Faculty of Business Law at Tirana Business University and the Head of the Department of Civil Law at the Faculty of Law Tirana University.
Having a long career in the Albanian public administration, the previous three years as the legal adviser to the parliamentary group of the Socialist Party, Ms. Latifi also led one of the working groups within the legal reform in Albania in the framework of the approximation of Albanian legislation with that of the EU.
Part of her professional background includes various engagements with international organizations both in Albania and abroad as a legal expert in the field of drafting legal acts, conducting studies, providing recommendations and legal opinions.

Mrs. Elena Kleininger graduated from the Polytechnic University of Bucharest - Faculty of Metallurgy in 1981 when she started her activity as an engineer at the May 1 Plant in Ploiești, being responsible for the elaboration of manufacturing technologies and the stimulation of production innovation, at the enterprise level. This was the starting point in her training in the field of intellectual property, innovation and the acquisition of expertise in the management of these aspects.
During 1989-1996, respectively 2001-2009 she worked at OSIM where she was a background examiner of patents for invention in the field of metallurgy and mechanics, respectively Coordinator of the Strategy Department, positions in which she capitalized the production experience and in which she- developed the specific knowledge on industrial property, patents and inventions, as well as managerial skills.
Being aware of the importance of the cognitive aspect for innovation and progress, especially during school, she sets-up, conducts and runs economic / market education programs for pre-university students, in the framework of Junior Achievement of Romania, an NGO that has developed a rich activity in the field of complementary education.
From 1996 until 2000 she held the position of Chief of the Protocol and Head of the Presidential Chancellery, training herself in this field at the highest level.
In 2002, she graduated from the Academy of Alexandru Ioan Cuza, taking her degree in legal sciences. Then, in 2009, she graduated her master's degree in European social law.
She becomes Advisor to the President of the Competition Council, with responsibilities related to the financial, banking and capital market anti-competitive procedures, as well as the management of structural instruments, competition and State aid policies.
Since 2009 she has been a member of the Romanian Counter-Guarantee Fund Board and has exercised the management of the counter-guarantee activity with the other members of the Board. In this capacity, she has directly coordinated the legal activity, contractual assistance and state aid within the institution.
As of February 2017, Mrs. Elena Kleininger is vice-president of the Competition Council with attributions to participate in the plenary or committee’s debates, as the case may be, deliberating according to the legal attributions conferred to each of these deliberative forms and fulfilling any other attributions by delegation conferred by the President of the Competition Council. In 2018 she is also appointed President of the Maritime Supervisory Council, which acts in the field of naval transport and periodically analyzes the observance of the legal framework, in accordance with the regulations of the European Union. She has been bestowed by the President of Romania with the order of the Faithful Service as a knight.

Since November 2013 Ljiljana Pavlic has been the Board Member of the Croatian Competition Agency. On 25 January 2019 she was reappointed for a second five-year term.
Before Ms Pavlic was appointed a Member of the Competition Council she was the Head of the Department for the prevention of abuse of a dominant position and assessment of agreements of undertakings in the Croatian Competition Agency where she had been employed since 2005, first as a senior advisor, than as the Head of the Unit for services market, later the Head of the Department for assessment of concentrations between undertakings.
Ms Pavlic has master's degree from Zagreb University and she has published a number of articles on legal and economic matters in the field of competition law and policy.

Recep GÜNDÜZ graduated from the Ankara University’s Faculty of Public Sciences, Department of Public Finance in 2016. Between 2014-2016, he completed his master’s degree in Public Policy at the Gerald R. Ford School of Public Policy of the Michigan University in the USA. He took office at the Turkish Competition Authority as an Assistant Competition Expert in 2007, where he later worked as a Competition Expert and Chief Competition Expert. He served at the Competition Authority’s Professional Bureau for the President and edited the Competition Journal. He was appointed as the Head of the Department of External Relations, Training and Competition Advocacy in 2018 and is currently serving in that position.

Ahmet Algan was born in 1972 in Osmaniye. He was graduated from Ankara Atatürk Anatolian High School and from Business Administration Department of Ankara University Faculty of Political Sciences in 1995. He received his MBA degree in 2006 from the same university. He started his professional life as an assistant auditor in a private bank. Beside his managerial duties at different levels, he worked in American Express Bank in New York and conducted academic studies on economy and finance in New York University. He had different duties in the Prime Ministry of the Republic of Turkey in 2003 and afterwards in the Committee on European Union Harmonization at the Grand National Assembly of Turkey. In 2007, he was assigned as the Head of Capital Markets Department in the Privatization Administration. At that period, he participated in Appraisal Commissions for several companies as well as public offering transactions for institutions to be privatized such as Halkbank Inc. Between 2010 and 2018, he was the Vice President of Presidency for Turks Abroad and Related Communities. He was assigned as a Competition Board Member according to the Presidential Decision dated 2018/46, which was published in the Official Gazette dated 25 July 2018 and numbered 30489. He has Independent Accountant and Financial Advisor title and Independent Auditor title. He is married with one child.

Antonio Gomes is Acting Deputy Director of the OECD Directorate for Financial and Enterprise Affairs since September 2018. He is responsible for the Directorate’s Market Cluster including Competition, Investment, Financial Markets, Financial Education and Consumer Protection, Pensions, Insurance and Public Debt Management, supporting the coordination and management of the policy and standard-setting work in these areas. He previously served as Head of the OECD Competition Division (2016-2018), President of the Portuguese Competition Authority (2013-2016), Senior Competition Expert at the OECD Competition Division (2013) and Director of the Merger Department of the Portuguese Competition Authority (2007-2013). Since 2005, he has been an Assistant Professor at the Universidade de Aveiro, Portugal. Antonio Gomes holds a PhD in Economics from the University of York, U.K., and Master Degrees in Economics from the University of York and the Universidade Nova de Lisboa.

Borisova Liudmila Nikolaevna is the Head of Saratov Regional Office of the FAS Russia since 2014. In 1997 she graduated from the Volga Academy of Public Administration with a degree in State and municipal management and in 2000 - from the Saratov State Academy of Law with a degree in Jurisprudence. She also has a PhD degree in law and academic title of Associate Professor. She is also a State Adviser of the Russian Federation of the 2nd class, Deputy Chairman of the Scientific and Methodological Council of Educational Organizations and Chairs of Competition Rights and Antimonopoly Regulation of the FAS Russia, Head of the Competition Law Department of the Saratov State Law Academy.

Vadiyya Khalil was appointed Chairperson of the Competition Commission of Pakistan on 23 December 2014 for a three year term and reappointed for another three-year term in December 2017. Her first term witnessed a step change in enforcement orders and M&A clearances. The Commission remains committed to Pakistan’s economic and industrial growth through robust competition and fair business practices. The Commission is a strong proponent of advocating the law and has continued to enhance its outreach to stakeholders through its advocacy initiatives. Under her tenure, the CCP achieved, for the first time, a three star rating by the International rating agency, GCR. Other three star recipients include the Commissions of Singapore, Switzerland, Turkey and Canada. From 2010-2013, she served as a Member in the Commission, where she oversaw Mergers & Acquisitions and advocacy activities. Prior to the Commission, Vadiyya Khalil’s career included, over two decades, various roles and senior leadership positions at International and national banks including Credit Agricole, ANZ Grindlays, MCB, Askari Commercial Bank and the National Bank of Pakistan. Khalil has a Master’s degree in Management Sciences from the University of Kent, United Kingdom focusing on corporate strategy, operations research, marketing and global modeling. She also studied Italian Language and Literature at the University of Perugia, Italy and holds a Diploma in French from Alliance Française. Her professional executive education has focused on Leadership, Corporate Finance and Mergers and Acquisitions.

Mr. Kariuki is the Director – General of the Competition Authority of Kenya, a position he has held since January, 2013. His main interests are in competition regulation and also Economics of institutions’ development. In addition, he has been focusing on the interface between Competition policy and other related government policies, especially on poverty reduction and Financial inclusion mainly through effective regulation of Digital Financial services (DFS). He is also well known for his advocacy initiatives, nationally and internationally, geared towards entrenching competition in various sectors of the Kenyan economy and boosting regional trade.
He is a holder of Master of Science in Economic Regulation and Competition from City University- London; BA-Economics & Business Studies (Kenyatta University) and various Certificates in Strategic Leadership and Corporate Governance.

Arsen Iskakov was born in 1983, graduated in 2004 from L.N. Gumilyov Eurasian National University, majoring in Public and local administration. In 2017, graduated from the Academy of Public Administration under the President of the Republic of Kazakhstan, majoring in Master of Economics and Business. He began his career in 2004, as a leading specialist in the Division for Competition Analysis and Development of the Department of the Agency of the Republic of Kazakhstan for the Protection and Regulation of Natural Monopolies in Astana. From 2008 to March 2014, he worked as a chief expert, head of the Division for Monitoring and Analysis of the Fuel and Energy Complex, Deputy Director of the Department for Analysis of the Fuel and Energy Complex, Financial Markets and Other Sectors of the Agency for the Protection of Competition of the Republic of Kazakhstan (Antimonopoly Agency). From March 2014 to October 2014, he worked as Director of the Department for Control of State Enterprises and Mergers of the Agency for the Protection of Competition of the Republic of Kazakhstan (Antimonopoly Agency). From October 2014 to August 2019, he worked in the Committee for the Regulation of Natural Monopolies, Protection of Competition and Consumer Rights of the Ministry of National Economy of the Republic of Kazakhstan, at the position of head of the Division for Investigations in the field of financial market and other industries. Since September 2019, he was appointed as Deputy Chairman of the Committee for the Protection and Development of Competition under the Ministry of National Economy of the Republic of Kazakhstan.

Pınar Akman is a Professor of Law and the Director of the Centre for Business Law and Practice at the University of Leeds. She is also a Director of the Jean Monnet Centre of Excellence in Digital Governance funded by the EU Commission. She has published widely in the area of competition law and economics, particularly on abuse of dominance and competition in digital markets. She was awarded a Philip Leverhulme Prize (£100,000) in 2017 to further her research into the application of competition law in digital markets. She has presented her research in over 20 countries around the globe including providing oral evidence to the UK House of Lords, US Federal Trade Commission, and speaking at the OECD, World Economic Forum and the United Nations. In 2019, she was appointed by the World Economic Forum to author a White Paper on Competition Policy in a Globalized, Digitalized Economy. In 2018, she was awarded a Women of Achievement Award by the University of Leeds.
She is the author of the monograph The Concept of Abuse in EU Competition Law: Law and Economic Approaches (Hart Publishing, 2012; reprinted, 2015). Her other research has been published in prestigious journals such as the Oxford Journal of Legal Studies, Antitrust Law Journal, Modern Law Review, Fordham International Law Journal, etc. She is a Non-Governmental Advisor to the UK and to Turkey for the International Competition Network. She is a member of: the Economic and Social Research Council (ESRC) Peer Review College; the UK Research and Innovation Future Leaders Fellowships (UKRI FLF) Programme Peer Review College; Florence Competition Programme Scientific Committee (EUI); Editorial Board of World Competition and of Oxford Competition Law. In 2014, she was the International Rapporteur to the International League of Competition (LIDC) on abuse of dominance. She was shortlisted for an Antitrust Writing Award in 2016, 2017, and 2018 (Concurrences Review & George Washington Competition Law Center).
Professor Akman holds Bachelors and Masters Degrees in Law from the University of Ankara, where she graduated first in her Bachelors class. She holds a PhD in Competition Law from the University of East Anglia, which was funded by an Overseas Research Scholars Award of the UK Secretary of State for Education and Science. She was one of the investigators who secured over £4 million in funding for the second term of the ESRC Centre for Competition Policy at the University of East Anglia.
